It's a picture of the Monitor-Merrimac Memorial Bridge-Tunnel. That's right, it's a bridge and and it's a tunnel.

This unusual structure, which connects two Virginia communities across the mouth of the James River, opened in April 1992 after seven years of construction and a total cost of about $400 million. It is 4,800 feet long from portal to portal.
